I removed the namespace information from the 1.3-SNAPSHOT version of the plugin. If you update the version number in the project you are deploying, then that should fix this issue. I also added the 1.3-SNAPSHOT of the deploy plugin to the version 3-SNAPSHOT of the parent, so the other option is to point to the 3-SNAPSHOT version of the parent.
