So if you add user after going through the steps described in the documentation, a developer is not given 'manage' permissions by itself. What most developers did is to manually add following lines to standalone-full.xml: <permission type="deleteDurableQueue" roles="guest"/> <permission type="createNonDurableQueue" roles="guest"/> <permission type="deleteNonDurableQueue" roles="guest"/> <permission type="manage" roles="guest"/> under the tag <security-settings>.
