[seam-dev] Was Seam TDD?

Hello, Is Seam Framwork developed using Test-Driven Development? Test-Driven Development requires a failing test case before any changes to the production code. So what I mean is: did you write unit test before the production code? I've posted a similar thread in http://seamframework.org/Community/IsSeamTDD but I didn't get any satisfying answer.
