I did try with "This project has WAR directory" however I'm not sure if I
used the "Launch and deploy.. " option. I will have to check that when I
get home. But just using the WAR directory didn't work.

Have you tried running Guvnor with War option? Google -> Web Toolkit
Settings -> Web Application, Check the checkbox "This project has WAR
directory", then set WAR directory to
"target/guvnor-webapp-5.4.0-SNAPSHOT", also check the checkbox "lunch
and deploy from this directory"
