Going there redirects to http://irc.codehaus.org/dashboard.action, with no indication of IRC whatsoever. But on this page there is a link Drools <http://irc.codehaus.org/display/DROOLS/Home>which will bring you back in Time, actually to "the site for Drools 2.x".
