yes, it would definitely confuse people imo.
Especially since you can activate Extensions by adding them in
WEB-INF/classes/META-INF/services/..
but
WEB-INF/classes/META-INF/beans.xml
would be ignored?

Yes, I think it is assumed that WEB-INF/classes/META-INF is
a META-INF directory in servlet/Java EE, even if the spec
doesn't call it out as such.
I do think JBoss AS 7 is being a little ott by not allowing
it, and it's going to confuse people.
