The main issue is that Tomcat (and probably others?)
use the app's classloader as context classloader when doing
some parsing which is what causes these conflicts
when xml-apis.jar is inside the app.
I don't believe it is a requirement for Tomcat to parse
things like context.xml using the parser defined by
the application classloader and not doing so
would avoid a lot of these problems.
