The dtd being under http://www.jboss.org/j2ee/dtd/jboss-web_4_2.dtd does
not matter as the schema resolver is looking for the dtd as a local
resource. We need to get the 4.2 dtds known to the default configuration.

Yes that is under jboss5.
And http://www.jboss.org/j2ee/dtd/jboss-web_4_2.dtd exists
