For the 6.1.0 release, we should follow the AS7 guidelines for JIRA; specifically,
- if you take ownership of an issue (or are currently assigned), it should be Resolved in
a timely manner
- if you encounter an issue, file it, but leave it Unassigned to allow it to be picked up
by others for resolution
