In the off chance this is helpful...
I was seeing the same thing this morning even after doing a full update.
Using build.bat. My testsuite/build.xml was different from the
repository (I'd commented out the execution of some tests), but the svn
update didn't indicate any conflict or merge. But, in desperation I
reverted the change and suddenly the build worked.
