All webapps. EE6 redefined metadata-complete, basically.
As I was proposing adding a new "disable-annotations" flag to address
that need, others stated (Emanuel maybe ? I don't really remember)
that it existed already.
There's a jboss-scanning.xml that can be added in a war's META-INF. But
deployers have to be written to understand that.
